If you do not follow these rules your jutsu's will not be approved.

Number One: Rank of the jutsu's must go with your ninja rank. This means a genin can't have a B+jutsu unless they get enough experience points for a B ranked jutsu.

Number Two: You cannot have a jutsu unless you have trained it in a topic. You can train it by yourself or with a friend. But you can't have it to its full power until its approved. Example: If you are training rasengan, it shouldn't be to its full power and win you the match.
